Samuel Mather was born March 7, 1847 in Whallonsburgh, Essex County, New York the son of Joshua Emery Mather and Maria Frisbie. He came with his fathers family to Illinois at the age of five years. He attended the Naperville Academy in 1864 and 1865, afterwards returning to the family farm which he conducted until 1873. He married Malvina M. Ballou November 20, 1866 and from this union they had four children, Zillia, Fred Elbert, Ethel, Glen E., Roscoe and Roy Allen.

He was a rancher in California from 1873 until 1880 when he returned to Wheatland Township, Will County. He moved to Lisle Township, DuPage County in 1883 and in 1888 along with William King and John P. Rickert, he set up the Naperville Co-Operative Company, a creamery, with himself as Secretary and Treasurer. He served as Alderman for the third ward in Naperville from 1907 to 1910 and was elected as Mayor and served in that capacity in 1910. He also served as Naperville Postmaster from 1899 to 1903.

He affiliated with Euclid Lodge December 19, 1882 from Plainfield Lodge No. 536, Plainfield, Illinois. He served as Master of the Lodge 1884 to 1887, 1902 and 1905. He was also a member of Euclid Chapter No. 13, Royal Arch Masons and served as High Priest 1885 to 1892, 1896, 1897, 1907 and 1908.

He died January 24, 1932 in Yankton, Yankton County, South Dakota at the home of his daughter and was buried in the Naperville Cemetery.
